Digital India

cost_₹ 100'000 Cr Digital India Key Projects


The Digital India programme is a flagship programme of the Government of India with a vision to transform India into a digitally empowered society and knowledge economy.

Digital India will ensure that Government services are made available to citizens electronically by improving online infrastructure and by increasing Internet connectivity. It was launched on July 1, 2015 by Prime Minister Narendra Modi.[1] The initiative includes plans to connect rural areas with high-speed internet networks. Digital India has three core components.These include:

  • The creation of digital infrastructure
  • Delivering services digitally
  • Digital literacy
The project is slated for completion by 2019. 

Prime Minister Modi envisions transforming our nation and creating opportunities for all citizens by harnessing digital technologies. His vision is to empower every citizen with access to digital services, knowledge and information.

  • Digital Locker, e-eduction, e-health, e-sign and national scholarship portal. 
  • BharatNet in 11 states and Next Generation Network (NGN), are also a part of Digital India campaign
Digital Literacy
Making one person in every family digitally literate is one of the integral components of the Prime Minister’s vision of a ‘Digital India’. National Digital Literacy Mission (NDLM) or Digital Saksharta Abhiyan (DISHA) envisages provision of digital literacy training to 52.5 Lakh persons, one in every eligible household of the country. Anganwadi workers, ASHA workers and authorized ration dealers have also been included in this scheme. 

Digital Locker
Digital Locker is a key initiative under Digital India program. It is an online application that aims at eliminating the use of physical documents and enables sharing of verified electronic documents across various agencies. Digital Locker provides a dedicated personal storage space in the cloud to citizens, linked to citizen’s Aadhaar number. It will enable various organizations registered on Digital Locker to push certificates of citizens directly in their Digital Locker in electronic format. Citizens can also upload and securely store the scanned copies of legacy documents in Digital Locker. These legacy documents can be electronically signed using eSign facility. A citizen can share these electronic certificates online with various departments and agencies registered on Digital Locker while applying for the services provided by them. Thus, Digital Locker brings the citizens, issuers and requestors on one platform and reduces administrative overhead of agencies by eliminating paperwork. It will also make it easy for the residents to receive services by saving time and effort.

Digital Documents
For the first time, Indian Parliament goes digital from Winter session of 2015 onwards. All annual reports from various ministries, committee and panel reports, private member’s bills, unstarred questions and bulletins will be uploaded on the Parliament website. Government is also carrying out a comprehensive training program for all MPs on how to use Digital documents going forward.

It was also announced that Union Cabinet meetings will use Kindle and will go completely paperless. All notes of the meeting will be put up on Kindle devices for ministers reference. The ministers will be able to access those notes from their eBook readers at meetings and then return these devices to the Cabinet Secretariat immediately after.

Government is working towards connecting all the 2.5 lakh gram panchayats through Bharat Net optic fibre network. Nearly 1.25 lakh post offices will be digitized.

In an attempt to popularise the Union Government’s Digital India initiative, the National Council of Science Museums (NCSM), an autonomous organisation under the Ministry of Culture, has launched a ‘science bus’ here highlighting various aspects and benefits of digital technology in different sectors.

Google plans to install high-speed WiFi access points at 400 rail stations in India. Google is working with the government on a pilot project for providing internet connectivity by using large balloons. 


Intel India has announced the launch of ‘Ek Kadam Unnati Ki Aur’, an initiative aimed at working with the government to create the blueprint for the digitisation of rural India. The first such Digital India ‘Unnati’ Kendra has been set up at a Common Services Center (CSC) in Nadimpalle village of Mahabubnagar district of Telangana and will be used to create the framework for the Telangana Model Digital Village.


Facebook has partnered state-owned Bharat Sanchar Nigam Ltd. (BSNL) to create 100 WiFi hotspots in rural India to drive digital penetration in the country. 

Citrix’s Desktop Virtualization and Enterprise Mobility solutions will enable the government to deliver its services to the citizens and stakeholders in a centralized and secure manner. Leveraging the Citrix solutions, government agencies will be able to deliver applications and services securely across different locations and low bandwidth networks, protect confidential data and keep sensitive government data secure by granting flexible, multi-level access to authorized personnel and provide high availability of data enabling government workers to have uninterrupted, secure and instant access to desktop and applications across locations, devices and networks.
